- Naval War hero Commander Noel Kelman died in Porvorim, Goa. He was 92-years.
- In 1961, he had received the Kirti Chakra award for valour during the liberation of Goa. He was also involved in an operation to take-out the Portuguese from the Anjadip Island.
- He was a founder member of the All India Anglo Indian Association (AIAIA) - Goa branch.
- Commander Kelman had honored with the King's Commendation in the World War-II for his role in sinking a Japanese submarine.
